94 DEFINITION & JOB CHARACTERISTICS:
Under general supervision provided by the Chief Executive Officer this position will be responsible for overseeing all areas of human resources, being the single accountable leader for driving execution across all functions, leading strategy, which includes planning, coordination, administration, and evaluation of the human resources department.
This position should be able to articulate the learning and staff development strategy introducing an approach of structured and unstructured learning, coaching, mentoring, and on-the-job training to foster a culture of lifelong learning, resilience, and change agility.
Work toward achieving the agency's vision, mission, and goals, and to create value to its stakeholders.
Regularly engage in direct communication with the Board of Commissioners on key human resources matters.

Essential duties may include but are not limited to the following:
Lead the effective and efficient administration of the performance management process, making sure the organization's managers are equipped to engage in constructive and ongoing feedback and coaching, and encourage staff to actively participate in identifying and addressing performance gaps.
Direct oversight of the Human Resources Manager.
Mitigate legal risk to the organization through proactive training and education, clear systems, and processes for managing conflicts with and between employees, handling and investigating complaints of harassment/discrimination and other unjust practice allegations.
Administer programs including, but not limited to, compensation, benefits, pension, and occupational health and safety.
Evaluate ideas to promote inclusion and meet the needs and expectations of a multi-generational workforce.
Partner with leadership to regularly review compensation and benefits market data, monitor pay practices and proactively address issues, manage benefit broker resources and benefits enrollment process.
Work closely with management and employees to improve work relationships, build morale, identify, and address organizational effectiveness gaps, and manage staff wellness.
Identify ways to increase staff retention and productivity, including strategies to enhance employee engagement, leadership and staff development, regular feedback and coaching, career pathing, and promoting a coherent organizational culture.
Develop and drive talent management strategies to ensure effective staffing alignment with the needs of the agency.
Create systems to attract talent, identify critical talent needs, develop core competencies and corresponding development opportunities, and engage leadership in succession planning.
Maintain current knowledge and application of all relevant laws and regulations at the local, state, and national level relating to employment and ensure organizational compliance.
This includes educating and advising managers and senior leaders on human resource related legal and regulatory matters and ensuring programs, practices and policies are aligned.
Ensure that employee files and records are current and properly and securely maintained.
Formulate talent acquisition strategies and practices to build a strong pipeline for prospective hiring.
Develop and administer effective hiring, onboarding, engagement procedures, and off-boarding.
Responsible for the administration of the workers' compensation, risk management, employee leave administration, and pension management.
Design and implement a strategy to optimize and integrate human resources technology, enabling managers and employees to easily perform people-related transactions (e.
g.
, benefits enrollment), facilitates delivery of effective services, securely stores employee data, and supports people-related decisions.
Communicate with executive stakeholders, investors, and department heads to understand the requirements of the workforce.
Work collaboratively with senior leaders throughout the organization to develop and maintain a unified human resources function and shared culture.
Ensure reward and recognition programs are competitive, comprehensive and align well with the agency's goals and practices.
Be available during Agency business hours to meet deadlines and client needs, coordinate with co-workers, oversee contract workers, attend face-to-face meetings, and handle day-to-day operations necessary for the position.
Qualifications:
Knowledge of:
Human Resource Information Systems (HRIS), and relevant Applicant Tracking or Candidate Management Systems (ATS and CMS) CalPERS pension plan administration.
In-dept understanding of labor laws, labor regulations, and human resources best practices, budgets, grievance procedures, Workers Compensation, leave administration, risk management, employee development, and employee relations.
Building strong relationships, seen as a trusted advisor and coach across an organization.
Utilize data to drive strategy and communicate results across a wide variety of audiences including C-suite and board level communication.
All aspects of the people function, from talent acquisition, business partnering and people operations.
Ambiguity and the ability to make rational decisions during unpredictable times.
Discretion, judgement, tact, and poise in handling highly sensitive and confidential information.
Resolving complex employee relation issues and addressing grievances.
Work alongside both in-house and outside counsel as required.

EDUCATIONAL/CERTIFICATION REQUIREMENTS:
Any combination of experience and education that would be likely to provide the required knowledge and abilities could be qualifying, as determined by the Agency.
A typical way to obtain the knowledge and abilities would be:
High School diploma and; Master's degree in human resources, strategic management, business administration, or a related field.
Five plus years' experience in Human Resources, with at least five years in a senior or managerial role.
SHRM-SCP, SHRM-CP, or PHR certification will be considered a plus.
PHYSICAL DEMANDS ON THE POSITION:

Special Requirements:
Must have access to an automobile or other means of transportation, when and if required to travel on Housing Authority business.
Bilingual skills in English and Spanish are desirable.
Must possess current automobile insurance in accordance with California law and, a valid California driver's license, including a driving record acceptable to the Agency's insurance carrier standards.
Must be insurable by the Housing Authority's insurance carriers.
Provide proof of US citizenship or, if an alien, either lawful admission for permanent residence or authorization for appropriate work by the Immigration and Naturalization Service.
