Outdoor Recreation Planner

This is a Term Appointment with primary mission to accomplish work outside the regular reoccurring mission of the Park Unit. This position will initiate several large scale planning processes beginning in Fiscal Year 2020 to include:
A 3-4 year strategic planning process and subsequent implementation; A 3-4 year Resource Stewardship Strategy Plan and subsequent implementation; and A 3-4 year Backcountry Management Plan and implementation. Due to the level of extraordinary planning and implementation workload, uncertainty of funding inherent in the planning process, and reorganization associated with the strategic planning process, this appointment is temporary in nature of up to 4 years. As an Outdoor Recreation Planner at Channel Islands National Park, you will:
Analyze, evaluate, and coordinate matters involving recreation planning; participates in all planning phases to include:
preparing and finalizing project agreements (that outline the scope, staffing, scheduling, and budget needs of a project); and consults with technical advisers, as necessary, to obtain specialized information and expertise needed to complete planning documents. Assist with project management/planning phases by helping develop project objectives, milestones, and timelines and assist with tracking project workflows and budgets. Gather, analyze, present, and effectively translate economic impacts of park decision making to key park partners and the general public as part of planning process. Facilitate meetings with key stakeholders in planning process with tact and diplomacy, while representing the parks position that may by unpopular with certain stakeholders. Participate in and may lead discussions to develop cooperative plans with Federal, State, and local agencies and private organizations on matters pertaining to the need for resource planning and protection; attends public hearings and meetings involving a variety of park management policies and regulations; and maintains relationship between the park unit and state, local, and other federal agencies. Draft press releases in coordination with the public information office and prepares other information for public distribution regarding the planning process; answers correspondence related to assigned planning projects; writes, edits or reviews project proposals; and prepares National Environmental Policy Act documents to ensure all compliance and other regulatory mandates are met. All qualifications must be met by the closing date of this announcement-12/20/2019-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-09 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement:
EDUCATION:
Successful completion of a master's or equivalent degree with a major of study in outdoor recreation planning or related field such as:
sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning or recreation. NOTE:
If you are qualifying based on a masters degree, you must have one or more courses in outdoor recreation. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience must demonstrate your ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes, for example:
Your ability to deal with people of differing backgrounds and behavioral patterns; Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs; Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve; Preparation or review of plans and programs for natural resource utilization and recreation area development; and Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment. Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.
